What is the chat support webpage of MSN/Outlook/Hotmail email?

I saw it yesterday, it was a microsoft page even just in appearance) https/www.tinyurl.com/msaccount-chatsupport (something almost exactly that. What do you get if you google that?

can’t establish acct on new laptop – wants me to provide a second email address – can hardly remember my own name -microsoft keeps referring to an email they will send – it never arrives and I can’t look at mail because I don’t have an account. Did the IRS make up the protocol for Microsoft?
