Is there a batch/CMD command to create shortcuts?

I need a command so that the batch file will automatically create a shortcut to a .exe so that it can move the shortcut to the desktop.

—I know how to move it, just not how to make the actual .lnk file)

Is vbscript an option? I’ve never done it with a command line. Can’t find an example right now, but I know I have automated shortcut creation with vbscript.
