i think seaofclouds gave you an excellent answer.
for john65pennington: while in law school my cousin got a job as a clerk at the court house. he looked up my back ground. i had a bunch of traffic tickets- mostly parking- and some others. there was a warrent out on me. i told him i never got any of the tickets. he said: ‘oh you got them you just forgot to pay them.’ then he told me of the other tickets. they were all for my dog. i have never owned a dog.
so he checked. there was another guy in town with my same name and they were all his. so, sometimes some one is lazy- could be a cop, could be the person behind the desk, or maybe it was the guy with my name picking up a shone book and saying: ‘oh, i moved and this is where you contact me.’ and the info was put into the system as mine. i don’t know but it was easy to see we had different ss# and that vin # was/were his.
also, many govt. agencys are known for getting things wrong in your file: irs, ss admin, ...
it’s not a bad idea to have it checked; that way someone else’s dog doesn’t get a warrent for your arrest put out there.
