Can an Adsense ad unit move on a page?

I am working on a desing for a website that will have Google Adsense ad units. I would like to have a rectangle ad gracefully move down when a user expands a dynamic element above it. I would like to know if this is possible. I find conflicting intel online sofar..

You’ll need some javascript and CSS knowledge.
