Ok so I have the speaker, but nothing else. Is there a way I could hook it up to a microphone and a power supply?

You can get a cable that splits standard microphone output to RCA. You can then use this RCA to feed an amp, which will output to speakers.

Empty soup can + Bungee cord + traffic cone

^ will do the same thing but cheaper.

Is that even legal?

If you purchase an old CB radio unit, it will often have a jack on the back for a PA speaker like the one you have. The radio will have a switch to enable the PA and an amplifier to drive it. You use the CB microphone to talk over the PA.
I had such a setup as this about 10 years ago and it worked OK. The amplifier was only about 15 watts so it wasn’t very loud- but it got the job done.
I don’t know about the legality of such a setup. I assume it’s legal. I can tell you that I never got ‘busted’ for it, which I attribute mostly to the fact that I used it responsibly. Used right, it’s a lot less annoying than a horn.
