It’s a geographical location in Sudan.

So I would assume it was named after that or perhaps decorated in a style reminiscent of that area.

That’s my best guess.

There is a city in the equatorial state of Sudan in Africa called Tibari. Maybe the architectural term was referring to something that looks like traditional architecture from that area.

I also saw this photo that describes the place as being the Golden Tibari. Maybe it’s a specific temple or a type of temple.

There’s also a place called Douar-Tibari in Morocco.

It is a room featuring a series of arches with columns such as you see along the sides of the Eastern Tibari of Jal Mahal. This might help you visualize.
