What laws dictate the ocean?

Say, you’re in open waters, floating in the center of the Atlantic Ocean, with no vessel in sight. Are there technically laws there? How is ocean territory determined, if it is determined at all?

Yes, gills, oxygen tanks, or boats (ships, or subs) needed to operate in ocean waters
2nd law. Not all sea life plays well with others.
3rd law, The ocean can be a bitch. Muphys law rules.
