If I make a new account on our computer (Windows), can I set parental controls for just that account?

I’m not sure what that is called exactly.. when you first start up the computer and the Windows screen comes up to log into an account. We only have two, the administrator’s account (mine & husband’s) and “guest.”
If I add another one for the kids’ to use, can I set parental controls for the web browsers and whatnot that will only apply to their account?
If so, how do I do that?

Ofcourse! Control Panel> User Accounts> Create New Account > Pick Account Type (Limited) that is, not administrator Done with account creation.

Now log into that account (during normal windows booting process or by logging off current account and then logging into Kid account)

Set parental controls to the browser now-
I dunno about any methods within the browser to set parental controls., there might be (but they are third party, not inbuilt in browser-like this).. But using Kaspersky Internet Security or similar antivirus, you can set password protected parental control to filter violent, porn and malicious content across all browsers(firefox, IE, chrome, opera etc) on that account….yes, this setting will apply for the current account only.
