My partner, the cat whisperer, says they don’t meow until they’re a few weeks. He says if they’re somewhat squeaking, they’re okay. They squeak a bit when they want food from mom. Cats meow to get the attention of humans – they don’t start until later on with that kind of thing.
I don’t know for sure, but it wouldn’t surprise me if they didn’t start meowing until they are a bit older. After all, consider the harsh realities of nature. To a predator, any noise from such a helpless little morsel basically translates to “easy lunch!”.

It may be one of nature’s protective devices. If they start mewing when they are totally helpless, they’d signal “Fresh prey! Young and tender! Come and get me.”
Wait until they get their eyes open at least.
I don’t think they tend to mew very much until they’re a bit older, and some cats hardly meow at all even as adults (I’ve had two who are very, very quiet that I’ve had from their kittenhood).
