The APA guide cited here says:
Working paper can be used in several ways. It may refer to a preliminary scientific or technical paper. Often, authors will release working papers to share ideas about a topic or to elicit feedback before submitting to a peer reviewed conference or academic journal.

I think you’ll have to tell us more before we can help you at all. Is this a school assignment? If so, what instructions were you given about the type of paper required and where to find guidelines or a model?

A working paper is usually a draft paper to begin a discussion on a topic. It goes back and forth to the involved parties for further comments and discussion to arrive at the end product.

@Jeruba It’s not a school assignment, it’s a work assignment. I have heard of these working papers in terms of the Security Counsel of the UN but never made one. I had to make one to revise the budget and expenditure of my department…

In that case, I would think the proper format to use is one that would be appropriate to the type of information you have to deliver. I don’t think the label implies a certain model but rather the stage of development of the paper and its intended use for gathering feedback before it’s final.
