Is there an app for Apple where you can translate live speech into another language?

There are no applications for this purpose, on PC or Mac or Linux.

“Speechtrans” is cutting edge technology. I think that you’ll have to wait a long time for something this powerful to become available for non-Apple products (without paying a fortune for it) Check this out

Google translate doesn’t translate live speeches.

It does, but I think only on iOS and Android, not desktop machines. And in October they were still calling it “alpha” quality.
