LOL. I think each and every of the 50 states are backwards in one way or another. It all depends on exactly what you consider backwards.
Point in case: Mississippi has the lowest education but the highest in charitable giving. Minnesota consistently ranks high in education, sobriety and welfare but is one of the most unfriendly places. Southern states rank high in obesity, but also rank high in hospitality and generousness. Idaho has excellent environmental groups but also ranks high in number of neo-Nazis/white supremacists. Montana ranks high in self-sufficiency but costs an arm and leg to fly to and from.
What is backwards? The media says good marks in health, education, low crime, environment, obesity and college graduates makes a place “great,” but do healthy, educated environmentalists hold a monopoly on “goodness?” If so, let’s all move to Boulder where there are a lot of healthy, educated, environmentalist legal potheads. Really, some of the best people I’ve known in my life were from the Appalachian backwoods with an average of 7 teeth in their heads.
My point—backwards is what you make of it and to be found in all of us. Just my opinion :)
