I want to start a Web Show! Help with programs and software to get me started?

I will be looking to install video editing software on my laptop. Please advise me on which ones are the best for making short films more interesting! (Background music, sound effects, editing scenes, etc.) I would definitely prefer free ones but of course if you know of one that’s worth paying for, I’m all ears!
I’m also in need of learning to use whatever software I choose to install. SO: if you have a suggestion for me, more lurve for an attached educational video from youtube, etc. that accompanies your answer!
