Harp is right, they most certainly will hear it. When someone calls me with this problem we recommend putting the treadmill on springs or pads (rubber or fiberglass) that will deflect at least 1/2” to an 1” under load. Attached all the springs or pads to a platform that the treadmill will sit on. I would recommend using pads over springs for more lateral stability.
Leave all sides of the platform open as to not encapsulate the air. If you don’t leave the sided open, the overall stiffness of the platform goes way up and can make the problem worse.
