Have a taste for risky investments, eh?

I think they are only available to Americans.

I would imagine that you can buy Treasury bonds through any brokerage account. And you can start a brokerage account online at any number of places, both US and Canadian, I’m sure.

Since the Chinese government is the biggest external customer of US debt, I’m sure that a Canadian should have no trouble purchasing them, too.

If you are giving them as a gift, then fine.

But as an investment, they’re pretty crappy. And as @glacial wrote, I believe that they’re only purchasable by US citizens

Savings bonds aren’t very risky, but they probably are crappy investments. And, yes, I think they’re aimed at citizens, but I’m not 100% sure.

In any case, you’re probably better off with marketable treasure bonds of some sort.

Anybody can buy American savings bonds. Go to any broker or contact Goldman Sachs directly on the net.

Why Goldman Sachs? Good lord. The evil ones.

Goldman Sachs are the designated purveyors for Treasury.
