How to permanently clear "other" data from my 16 gb ipad?

I mistakenly updated to ios7 and now every time, my usage keeps going down. I used to get storage space is full error a lot, but I don’t seem to get that anymore.

I have completely restored my ipad at least three or four times now and of course, this fixes it temporarily but the “other” usage slowly increases again over time.

I have a feeling Netflix is the culprit, but I’m not sure how.

I don’t seem to have this problem on my 32 gb iPod Touch 4th gen and I have A LOT more crap on there.

Is there some way to get to the “other” files by way of third party apps?

I think I read that iOS 8 will have better data management options.

Jailbreak.

Install iCleaner Pro.

Select “Unused Dependencies” before cleaning.
