If there a free program available on the App Store where I can put in a rhythm in notes (quarter notes, whole notes, sixteenth notes, etc) and it can play it for me at a tempo of my choosing? Or is their a site or something I can use to hear what the rhythm sounds like?

What you’re looking for is a Metronome.

If you google for it you’ll find quite a few of them that are free to use online or in the App store.

Not a metronome they only have a simple beat I want to have one that I can put in a measure of music and have it played back

Take a look at Anvil Studio, head for view/composer. Use file/export-mixed-audio to get a WAV file out.
I used Audacity to edit the Anvil output a bit since for some reason anvil puts a beat of silence at the end.
I just got Anvil and Audacity yesterday and was able to put together a workable bass track in a couple hours, that was good enough to load into a looper pedal.

@Bayjo98241 : Higher end metronomes do a lot of things, including manual input.

Dr. Beat for example, is a metronome created by Satan himself.

I’m not looking to invest, I’m looking for a free way of achieving this and the online sequencer worked quite nicely
