@talljasperman Meal worms are fairly large and are used to feed pet lizards, etc. You purchase them at the pet store. It’s extremely unlikely that you have meal worms. There are quite a number of bugs that infest old books and old wood, and that also could be what you have. Your landlord is right. They won’t hurt YOU, but depending on what they’re eating, they could hurt your things or his property. It sounds like he doesn’t care. All these critters eat organic fiber of some sort.
