What are the telltale signs that a tree is infected by emerald-ash-borer?

From SaveYourAsh.org – “Evidence that may indicate the presence of emerald ash borers include dying branches at the top of a tree, vertical bark splitting, new branches sprouting from the base of the tree, D-shaped exit holes and increased woodpecker damage.”

If leaves are sprouting from the bark not far from the base of the tree, what do you think it means?

@flo Sorry to say I don’t know. The pros handle that around here. They show up one day and say, “we’re taking this tree down”.
