Where did the god awful thin black lipliner around lips come from?

I know it seems to stem from Hispanic culture, but beyond that there isn’t really much info, I’m curious where that god awful, usually hideous thin black lines around the lips comes from, and what the point is?

I mean, 99% of the time you see it it’s just horrible, I don’t know how it would ever have been something that actually improved your looks, so I’m curious how it originated.

First time I remember seeing it was the early 90s. Friggin’ everyone was using the dark liner with gloss (or no gloss, or lighter lipstick, whatever) thing.

Its comeback has been attributed to Jennifer Lopez, according to a quick Google search.
