What sort of manuscript are you submitting to what publications? You should have a system of review at your university.

What is your field? What is your manuscript about (in general)? Are you in school? If so, at what level (associates, bachelors, masters, doctorate)?

Just to be clear, peer-reviewed journals will have an editor who sends your manuscript to peers (those who have been first-authors in that publication are regarded as peer experts) to formally review and provide feedback about your manuscript, research methods and publishability. It’s totally cool to get people to look at your manuscript in advance, but if you are referring to the peer-review process undertaken by peer-reviewed journals, that is provided by the journal and its editor.

Peer review is what we call the process where you submit a manuscript to a journal, and they send the manuscript out for review. Sometimes, they will ask you to suggest reviewers, but usually they will ignore those and choose their own. Is there a specific reason that you think you need to choose reviewers? What journal is this?

I should add, there are a few companies that offer to review an author’s paper for a fee, in return for which they will make suggestions on the manuscript in terms of writing and which journals to submit to. But this is not a substitution for the peer review process, in which the journal selects its own reviewers.
