Don’t bounce balls off the wall?
Actually wording is “Building Complete” or “Entire Building” I am guessing it is saying whatever it is, don’t do it anywhere on the building not just not where the sign is.
Although, since there is not a slash across it, maybe it is saying it is ok to do it.
Truthfully, I think it has something to do with a building fire suppression system
The men here are well hung.
I thought it had to do with scaffolding or similar.
Upon further investigation.
This is two roads that meet at a Y intersection and dead-end there. It’s an advisory sign saying that the traffic pattern will be .. challenging.

It indicates a fire department connection, specifically a double standpipe connection (aka “Siamese terminal”). The words on the sign are a customized addition. They mean “entire building,” or possibly “throughout building.” Presumably, that means something to the firefighters. There might be further connections inside, or perhaps every exterior side of the building has a terminal. The sign alone doesn’t tell us, though.
