CREATED:
On 1/11/2015, this file was created. It means that you copied it to a new location (maybe to an external hard drive) or maybe you moved it from an SD card to your C drive. This is the date that Windows is considering that this copy of the file was created.
MODIFIED:
On 12/25/2014, the birth of our lord, this file’s content was actually modified. That means that the file was really either created via your camera taking the photo, or a photo editor modifying the original file.
Again, I could be wrong, but this is my understanding of how Windows handles files.
