If they’re no longer campaigning, they’re no longer in the race.

They mean the same thing.

Because that’s what suspending the campaign means.

it has to do with money. If the suspend, they can still collect money because they may eventually ‘unsuspend’.

If they call off the campaign, then they can’t collect money any more, and they may have to pay some back.

There names still still appear on the ballot because they’ve already filed, months ago, the necessaries to run in each state. Once that stuff’s been filed it doesn’t change, no matter if the candidate is still running or not. Campaigns are “suspended”, not “ended” because there’s shit tons of election and campaign finance laws that regulate political campaigns, which then have to be sorted through and dealt with by the folks who run the campaigns. But when someone “suspends” their campaign that means they’ve effectively dropped out of the race.
