Did Bradley Wiggins cheat by taking triamcinolone for his asthma?

Bradley Wiggins’ leaked medical records show that he had TUE certificates exempting him from the ban on using triamcinolone. He was given the injection 3 times, all times just before he rode in grand tours. Dave Brailsford has stated in the Daily Telegraph that the use was medically appropriate. The drug is a long-acting (2 to 6 weeks) glucocorticoid (a steroid).

So is Bradley a victim of his doctors? Or were his doctor right to give him the drug? Or did he take the drug knowing that it would give him an advantage?
