My neighbor is curb stoning using his kids on titles etc. He is so aggressive carries a gun and won’t allow anyone to park in front of the whole block as his camera shows who is stopping by to look at cars. He now has big aggressive dogs and lets them loose on neighbors to terrify them. He has signs all over his house saying he will shoot first etc. The magistrate lives next to him and now the magistrate has asked this man to stay away from him as he was caught in the magistrates garage. We all tried to get legal action taken against him but when we did he said we were stalking and harassing him and had us arrested without any evidence. It was thrown out of court. He screams at his kids and rants and raves and beats his animals. All his cats have disappeared along with the magistrates cat.
He talks  to everyone about his issues. He is selling cars without a license and even went so far as to try and run down the magistrate in the middle of the street.
We are all terrified but think they could get him to stop curbstoning this would be the start of get him under control.
He killed my cats, left notes. called and harassed us and even keyed our cars. Any help would be appreciated. Where do I go to turn him in for curb stoning in West Virginia?
It is so bad I had to move and selling my house as he is capable of sending poison food to my pets and has even cut my video cameras with a tree pruner several times. He speaks to realtors and prospective buyers and even harasses the local police and city council at my wits end. Help in West Virginia
