Presumably, this question is about Bill Browder’s testimony before the Senate Judiciary Committee (the full text of which can be found here). More specifically, it seems to be about Senator Chuck Grassley’s rather tortured reworking of that testimony (or perhaps Kellyanne Conway’s version of Grassley’s reworking).
What Browder said has been spun on all sides. The White House is claiming it vindicates them, while Democrats have been claiming that all of Trump and Scaramucci’s bizarre behavior last Thursday was a distraction meant to divert attention from Browder’s testimony because it is extremely damaging to the current administration.
So, a few quick points:
(1) The dossier has never been the cornerstone of the Trump/Russia case.
(2) Regardless, it’s an obstruction of justice investigation now. People can be guilty of obstruction of justice even if they haven’t committed any other crime.
(3) Browder did not testify that the dossier was created by Russia. What he testified to is the fact that Fusion GPS—a strategic intelligence firm that has done opposition research for both Democrats and Republicans in the past—has also worked for Russia.
(4) Fusion GPS does not have especially close ties to Hillary Clinton. The most one can say is that some of Clinton’s supporters were the most recent public client of the firm. The second most recent public client? Trump’s Republican primary challengers. Fusion GPS is a mercenary firm. They work for everyone, and they don’t have close ties with anyone.
