What determines what skills can be taught as apprenticeship?

Why for example can’t a medical doctor be not an apprenticed career , but electrician can be?

Prevous question I mean a paid education.

I think apprenticeship does exist in medical field.

It is called Residency.

But you still need basic training.

It is like a apprentice for electrician that doesn’t know basic math. Nobody wants to teach you how to multiply when they are trying to work and also teach you.
