Like @RedDeerGuy1 said, Congress would have to vote to get rid of it.
To be able to enter the lottery, applicants go through the same vetting process as other immigrants, and additionally must either be a high school graduate or have at least two years of work experience at a job that requires at least two years of training. The only countries included are those that have only a small number of immigrants living in the U.S. Countries with larger immigrant populations in the U.S. have the advantage of being able to immigrate through family ties. The program seems reasonable to me.
