Because your system has an S-Video jack and a video card that supports TV-out, (at least it appears that way from the link you posted), all you need is an S-Video cable to output the video to you tv and possibly an audio cable if you want the sound out of your TV as well. This may be just what you need.
All you do is use that to set up your TV as a second monitor and either have it display what is on your laptop, or be a separate screen altogether where you can move your video to to watch it.
