What does "bringing to justice" mean?

Be it a neighbor that stole a lawnmower, a protester who threw a stone to a police car, a terrorist who wreaked havoc in a shopping mall.
Who brings them to justice?
And what does “bringing to justice” exactly mean?

I think it is legal means to satisfy the aggrieved parties to some extent.

It is a shorthand phrase for describing the criminal justice system: report crime to the police or the local prosecutor, arrest the suspect, and take to trial before a judge and jury.

Placing under arrest, taking to trial.

I say bringing to Justice means, coming to an agreement in which the guilty party faces the full extent of the Law in Court for a fair Trial before a Jury.
