It appears to have three separate covers that are washable, And then a space for the absorbent material. Disposable dog diapers are going to be pretty pricey, But if you experiment you might be able to make use of a baby diaper of the right size.

Yes, you can use disposable diapers for infants / toddlers on dogs. Dogs over 65/70 lbs can use disposable adult diapers.
