Given the above, I would say that protective masks are legal in France.
The map legend that you linked, implies that all European anti-Islamic dress bans are against full-face veils.
Apparently lower-face masks are legal throughout Europe.
I bet they’re so enlightened, that even Muslims are allowed to wear them. ~
