All else being equal, or nearly equal, yes.

Many states have the first line candidates determined by what party the governor. So if the governor is Democrat; first line on the ballots would go the Democrats.

I bet at times it happens that a voter is not informed of all the people running.
Example: School Trustee candidates..very few vote for them yet it is a vital job.
