What do you call giving a card to someone?

It can’t be a gift card because that term is already used for Amazon, Visa, ect.

What do you call an any time card? Not just Christmas and birthdays?

I call giving a card to someone, giving a card to someone.

But from your Details, you seem not to mean that. You mean, what would one call a card that one gives as a gift, but that is not a pre-paid money card for a company?

I expect the term you are looking for is greeting card .

Gifting.

A greeting card is the customary and time-honored term. You send a greeting card. That applies to any occasion.
