Does a cell phone charger plugged into the wall , but not the phone use much or any electricity?

Yes. It is called vampire power.

I however still leave my phone charger plugged in because it is flimsy and prone to kink and stop working.

I would recommend having your charger on a power bar with an off switch if you are concerned with power usage.

Yes they do. Part of the circuit has a transformer whose primary is always electrically active when plugged in even when there is no electrical load on the secondary. It’s mostly dissipated as heat.
