Yes it is, lightning does not necessary comes with a rain. it is more towards the statics and the condition of the air presure.

yeah, I was watchin a documentary, and they said lightning actually strikes more when theres no rain, you just can’t see it or something. I don’t know if thats true, but it was a documentary
