Is there a windows equivilant for the mac utility "console"?

You know, a log of actions and errors and such.

The closest thing in Vista is called the reliability and performance monitor (RaPM). Its an incredible resource hog. It logs events in a different schema; instead of taking the output of apps as a bulletin board (as the console is), the RaPM mainly monitors task failures and app crashes. There is not, to my knowledge a collective place for runtime notes to be logged, though.

Win XP doesn’t have this RaPM.
