To echo the above, bumping the resolution up won’t satisfy this requirement or improve its quality. Photo-like images (JPEGs, TIFFs, and the like) can’t be scaled up. Photoshop would have to “guess” at what information goes in the empty spaces between the existing pixels you’re enlarging, and it simply can’t do a good job.
I’m guessing you’re trying to use a Windows screen resolution graphic (96 dpi) for print (typically 300 dpi, I’m surprised at 180). If this is your original art, you’ll have to rebuild it from scratch at 300 dpi.
