I have access to city-wide wifi. From my apt, I cannot get a signal strong enough to use. I would like to use a USB powered antenna that I could put outside a window and gain a stronger signal. Has anybody found a good solution?

Borrowing the neighbours’ WiFi, are we? ;) Perhaps http://www.macwireless.com/ has something that could help you boost the range, I’ve heard positive things about them.

No, I actually pay 10.00 per month as an add-on to the internet service from my office. The price was so much cheaper than new service that I am willing to spend additionally for enhanced hardware.

The simplest solution is a USB wifi adaptor like this one from newegg. I have had it recommended to me. It should extend the range of the MBP. If you can see a signal from your MBP already, and just need to boost that signal, something simple like this should work. If you don’t see a signal at all, you will probably want a stronger solution.
