what is the optimal temperature at the base of the stove above a woodstove to avoid creosote buildup.

The ‘optimal’ temperature, I cannot say. However this eHow describes steps you can take to avoid this problem:

They do mention quickly getting the heat to over 220ยบ in step 3.
