What is the definition of "working families"?

Obama said that 95% of “working families” will get a tax break. What income does this signify?

I thought he said if you don’t make more than $250,000 you won’t be taxed more.

yes he did, but he also made point of 95% of working families would get tax break; two different topics.

I believe a ‘working family’ would be defined as both spouses having jobs. Additionally, the combination of both salaries from both jobs, not totalling more than $250,000, would qualify them for a tax break.

I could be totally wrong on this but it sounds plausible to me.
