Use an OCR, and then format the text.

Adobe Acrobat will do this but some formatting will be lost in the process.
The success rate for Optical Character Recognition (OCR) software is not 100%.

@pdworkin is right. If it’s Word you want to use, you’re going to have to do a lot of work by hand once you’ve scanned it with an optical character reader (and proofread it thoroughly because OCRs do not always interpret things correctly). You’ll also need to be able to identify and select the font it’s set in.

But if you don’t need to be able to edit the text, you can scan it to a PDF and it will be a facsimile of the original. If you have a fancy enough edition of Adobe Acrobat, you can actually edit the text in a PDF.
