I don’t believe that our ideas on what it means to be safe are from “bad movies and bad parenting”. Being safe is when there is no threat to your physical (even mental) self. Threat could be anything from traffic to dogs, certain people to natural hazards. We have been taught to avoid life’s “threats” in order to protect ourselves; our safety.
Homes are considered safe because it is an enviroment that we have the most control over. It is a place where a person can basically barricade themselves in and protect themselves with force (weapons) if needed.
