I am a code newb but I learn very rapidly. I need a site that will allow me to pick up the skills I need to take an active role in building my website and not have to rely so heavily on my talented, overworked, and very patient friends.

Once you go through the basics on W3C I recommend something like Tuts+. They have a lot of hands-on examples with coding in PHP and JavaScript (as well as other languages). They also like to post roundups of useful tools and things like that. I read it all the time and it’s been very helpful to me.
