I’m a big fan of Acorn. Unfortunately it isn’t free. But it is cheap.

SuperPaint handled both vectors and bitmaps, I’m not aware of a free program which does both. But…

Inkscape is a vector drawing program.
Seashore and The Gimp are bitmap painting tools
