Even if someone sincerely believes in AGW (anthropogenic global warming) though CO² emissions, and only 36% of America does, providing funds to developing countries is akin to giving money to drifters and vagabonds at city corners. One may assume that it is being used as intended, or as their sign may indicate, but certainly one does not know. And, considering the oppressive nature of many developing countries, the money may simply be going to repressive regimes and American disdainers.
China, the world’s largest emitter of CO², has already stated that they have no intention of allowing an international audit or international enforcement agency to determine their future emissions.
Even if China did assent to this scrutiny, it is likely to turn into the same type of fiasco, as was the case with the UN Weapons Inspectors access prior to the Iraqi war.
Clinton, as Obama, believes that they will pass Cap and Trade legislation to generate the revenue. At this juncture and considering the massive cost increase to be passed onto consumers by energy and other manufacturing plants, this legislation, which is scheduled for next spring, will assuredly fail.
