According to this site there will indeed be a $250 stimulus check issued to those who get SSI. I would say that this particular blogger is overly optimistic, however.
You see, the money (actually an “emergency COLA”) is provided for in H.R. 3557, which was referred to the House Committee on Ways and Means back on September 14, 2009, and which hasn’t been acted on in any way yet.
There is a related bill, H.R. 3572, which has also been referred to House Ways and Means back on September 15, 2009, and which also has had no action past that.
In other words, Obama would like to issue a stimulus check, and at least some members of Congress want to make it so (Rep. Rodney Alexander [R-LA5] and four others on one bill, and Rep. Walter Jones [R-NC3] on the other). However, nothing has been done to make it possible yet.
Either bill still needs to be Reported by Committee, pass the House Vote, pass the Senate Vote, and then be Signed by the President before it can be put into action, and the vast majority of bills referred to committee never get back out again.
In other words, nothing has passed to make it happen.
