What's to prevent a rogue Homeland Security agent from falsely declaring someone to be a terrorist?
In Dean R. Koontz’s novel “Dark Rivers of the Heart,” an agent with a grudge was able to frame someone for drug possession, arrange for a highly-publicized arrest, and get the guy’s property confiscated under forfeiture laws. Basically, the agent ruined the other character’s life. What are the safeguards to prevent something like this happening in real life?
