In a movie that is rated PG13, it is allowed a one time use of the f-word. So why is it, a tv show that is rated PG14 (Like Family Guy) is not allowed to use any f-word? Or why, when a PG13 movie is aired on television, they bleep/cut out any curse word?

It’s all about the FCC. Broadcast tv shows are not allowed to use profanity. (The line of what is considered profane is very vague now). Cable tv doesn’t follow the same rules, but the channels typically don’t broadcast swears during daytime hours to avoid complaints by parents.
